A new statewide survey commissioned by Conservative Texans for Energy Innovation (CTEI) and conducted by Public Opinion Strategies (March 22-30, 2025) reveals overwhelming support among Texas voters for clean energy solutions to meet the state’s growing energy demands. The biennial poll of 1,000 registered voters shows a clear preference for an “all-of-the-above” energy strategy, emphasizing renewables, grid modernization, and market-driven policies to ensure reliability, affordability, and economic growth.
Key Highlights:
• Strong Support for Clean Energy: 84% of Texans support state efforts to accelerate clean energy development, with 44% strongly in favor. This includes 76% of Republicans, 88% of Independents, and 93% of Democrats. Support has grown steadily, with 72% viewing renewable energy favorably, up from 69% in 2023.

• Economic and Grid Benefits: 85% believe clean energy will create jobs and improve grid reliability (up from 79% and 82% in 2023). Notably, 81% of Republicans now see economic benefits, a 13% increase from 2023, and 53% believe clean energy will lower costs, a first for the majority of Republicans.

• Transmission Grid Upgrades: 95% agree that new transmission lines are essential to meet demands from population growth, economic expansion, and technologies like AI and data centers. Nearly 90% support these projects even in their own communities, with 84% favoring increased government spending to modernize the grid (46% strongly).

• Property Rights and Policy Support: 91% back protecting property owners’ rights to produce or lease land for renewable energy (51% strongly). Other popular policies include:
• Energy efficiency upgrades (93% favor, 51% strongly).
• Allowing non-utility electricity sales for more choice (90% favor, 51% strongly).
• Compensating homeowners/businesses for surplus renewable energy (90% favor, 51% strongly).
• Competitive bidding for transmission projects (89% favor, 49% strongly).

• Geothermal and Nuclear Momentum: 42% support more emphasis on geothermal energy, valued for its low carbon emissions and water contamination risks (82% find this compelling). Nuclear power sees record support, with 42% overall and 51% of Republicans favoring expansion, an 11% increase since 2020.
• Carbon Capture Support: 73% back Carbon Capture and Storage technology, with 68% support from Republicans and Independents, and 80% from Democrats.
• Free Market Preference: 61% prefer free market solutions over government mandates (38%) for clean energy production, though Democratic support for mandates has risen to 61%.
• Concerns Persist: 71% are concerned about China’s impact on U.S. energy security, with 78% of Republicans expressing worry. Only 45% are confident in Texas’ laws to prevent utility disruptions like Winter Storm Uri, with 61% of Independents and 59% of moderates skeptical. Voters are split (50% yes, 49% no) on paying more for grid reliability.
