APA Pushes for Non-Discriminatory Policies During July 31 Hearing of the Texas House Committee on State Affairs

APA Leadership ensuring that the voice of the advanced power generation and energy storage industries is heard inside the region’s state capitols.

Advanced Power Alliance Technical and Legislative Consultant Jean Ryall recently provided testimony before the Texas House Committee on State Affairs. Chaired by Texas State Representative Todd Hunter (R-Corpus Christi), the committee met to review utility and state response to Hurricane Beryl, as well as to monitor the effectiveness many bills that became law in 2023.

Invited to speak on the efforts by the Public Utility Commission of Texas and ERCOT to implement House Bill 1500, Ryall focused primarily on the recently completed Generation Interconnection Allowance rulemaking, the Dispatchable Reliability Reserve Service (DRRS), and the Performance Credit Mechanism (PCM). 

In her closing remarks, Ryall underscored the need for non-discriminatory policies, stating “these will allow the complementary strengths of low-cost renewable resources, battery energy storage, and our robust fleet of thermal power to operate harmoniously […] leading to maximum reliability at an affordable cost.” This is a particularly important message as ERCOT is currently developing the DRRS in a way which prohibits battery energy storage from participating.
